Martin Cahill's review (linked) indicates that this is a separate story than Velente's earlier novelette, "The Future is Blue", which is included in the collection where this is the title story. The length of the two stories together is 38,937 words (counted via a conversion to Word) which means that this one is over 20K words on its own making it a novella.
